but checking a "Do not report Scale to Sheet" option in the Legend's Properties or Custom Scale dialog makes a lot more sense. That way, if you want the scale of some Legends to show up, but not others, you have that flexibility.

I'd like the option to select 'No Scale' for a Legend so that when its placed on a sheet with a plan its scale is ignored and the titleblock only shows the Plans scale.
There should be an options to turn the scale associated with legend off. If we have a sheet with a 1:100 scale and another with a 1:50 scale, we end up having to make to legends with the same text only in different scales. I would be better if we could use one legend on all sheets which won't affect the scale noted on the titleblock.
I agree! It would be amazing! and plans should have the same "not scale" parameter in order to make key plans and don't afect the scale indicated in the titleblock!
As a related topic, it would also be useful if "As Indicated" could be customised to something else (we normally use "As Shown" or "A/S" on CAD drawings) .
Better still it could list the scales, E.g. "1:100, 50, 20" with an upper limit to stop the list being too long after which it would fall back on the catch-all text.

Glad to hear that it has been accepted to the roadmap, is there a link available somewhere to track its progress? I've searched the public roadmap for "legend" "scale", "title" and "label", but nothing popped up.
I've ended up using a custom global/shared parameter that is referenced by a label in a titleblock - however it soon became obvious that changing a scale for hundreds of sheets will become very errorprone. I wrote a script which sets a chose parameter from chosen sheets based on placed views - any view except a legend. It prints at the end list of sheets for which scale couldn't be determined (most likely because there were multiple views with different scales): using Autodesk.Revit.Attributes;using Autodesk.Revit.DB;using Autodesk.Revit - Pastebin.com (code is incomplete, this is just a reference, I will try to publish the whole thing soon).
A problem lasts over 10 years since the start of Revit
This makes me question those who use CAD, or even older, handmade the drawings: who made the "brilliant" idea to include the scales in the titleblock?
When you have a drawing with a plan view and some detailed callouts with different scales for more detail of some parts, would you look at the view names or the titleblock to find the scale of EACH specific view?
Apologies...after further discussion, while possible in Revit 2026 to create an override for the title block scale text, this feature does not directly prevent the sheet scale from recognizing the legend scale et. al.
