Is newest Network license downward compatible

I want to know if I download then Network license for 2024 if it will work for the older versions or do I need to download each version?

Yes, they are typically good for 3 to 5 versions back.  It's kind of cryptic in the LIC file, but you can actually open it in Notepad and see how far back the products go on the PACKAGE.  

 

You can also use the license parser.  It's mostly accurate.

Thank you for all of your comments regarding this issue.  The college gets the educational subscriptions for free, our Physical Plant has a paid subscription, and it seems these two items get mixed up when trying to log in, making it hard to decipher which is which.

Be very very careful not to mix up the two on your work.  Autodesk will fail you on an audit and it will come with heavy fines.  Five figure heavy.
