Network Deployment Permissions

Is it possible for a user to install from a deployment without admin permissions?

Due to security policies users can't have admin rights & with many working from home, access to the machines is awkward.

My idea is a deployment can be generated & a shortcut added to the user's desktop - the user can click when convenient & the deployment run with the required privileges'. Can this be done?

It might work if the user has Power User rights.  

As an IT professional of over 26 years, I find it very difficult to believe that there is a particular security policy necessary to keep users at home from having local administrator rights to their machines.  Why?  It's not like it provides any additional network privileges to your enterprise.  Your outdated policy is making more work for yourself.
