Getting Error 1609 when attempting to install AutoCAD LT 2014

Getting Error 1609 when attempting to install AutoCAD LT 2014.  I have tried downloading the software from Autodesk Virtual agent.  The user account has local administrative rights to the machine.  Any help with this would be greatly appreciated.

Is the exact error:
""Error 1609: An error occurred while applying security settings"?
Windows OS? Server OS?

The error is coming up when it has failed the Directx software.   The OS is Windows 7 64bit

When you are installing, make sure you choose not to install the product with any updates or service packs.  I also see you are installing from a UNC path.  Have you tried copying the installation files locally and installing with local admin rights, UAC off, and antivirus disabled?

Yes I have tried installing the software from the software CD on the computer logged in the local administrator.   I also downloaded full software package from the from the virtual agent website.  Yes I went into custom installation and unselected the service pack and updates. I get the same error over and over.

Check your %TEMP% folder to see if there is a larger AutoCAD LT install log file that you can provide.
