Thanks for posting, the Windows 10 operating system you are running can not support the product. Please take a look at the system requirements,
unsupported products can work in some cases but this operating system is a lot newer and is unlikely to function with such an outdated product.

autocad 2013 got installed in another windows 10 pc without any issue
AutoCAD 2013 is definitely not supported on Windows 10. But if the installer is having a problem with the temp file location, then change the user environment variable of %TEMP% and %TMP% to a local folder instead, like C:\TEMP for example. Then reinstall with UAC off and Run as Administrator. Also temporarily disable you realtime anti-virus scanner.
