The path is incomplete or cannot be created

When trying install Sketchbook Pro 2011 on Windows 7 I get the following error when trying to decompress the installation files using the install wizard.

Are you installing with local admin rights?  has UAC been disabled?  Is your anti-virus been temporarily disabled?  Are you changing the default install path?  Does your Windows account use roaming profiles?

Tried with local admin rights, the workstation is in a domain. UAC is not turned off. AV has been removed at time of install. We do not use roaming profiles.

Disable UAC and default install as admin or another user.
