Section Lines and Title View Lines

Have the ability to set a given length for section lines and titles.

This is already possible. Go into the View Title family you use for your viewport and add a line and a type parameter to control the length. Then on your sheet select the view and go to the Type Properties of the Viewport and turn off Show Extension Line. Then in your View Title Family Type Properties you can set the extension line you drew in the family to whatever standard you want. If you set it up as shown below with the line extending from the left most reference plane through the reference line you can set the length to 0 and turn the Show Extension Line back on to get the viewport title back to the built-in functionality.
