REVIT 2020 & 2021 (haven't checked older versions but would guess it's the same). I posted this in MEP forums, but was told the Ideas forum was the better place to post.
If using "Apparent Power" digit grouping (Project Units -> Electrical -> Apparent Power -> Digit Grouping), then REVIT won't let you edit a "by load" demand factor with large values. In this scenario, REVIT won't let you input a number larger than 1,000, and will give an error or just wont accept the value. Anything below 999 is okay. I believe this is because the "comma" inserted by the digit grouping once you hit 1,000 changes it from number to string or something to that effect.
If apparent power Digit Grouping is turned "off", then REVIT will let you edit the demand factors as intended with no issues. So, the only way around this that I've found is to manually turn Digit Grouping "off" temporarily, make the edits to the large load values, and then turn Digit Grouping back "on".
