Rather than the Project Browser being rigid and everyone using it the same way on a project, why not allow individual users the ability to customize it and have the customization settings saved under their own username. When different users open the same Revit model, Revit recognizes the user and sorts the Project Browser accordingly. These user settings are saved with the central model.
Efficiencies can be gained when users can sort views and schedules etc according to their personal preference, without impacting on other users. This preference does not alter the data in the model, simply how it is sorted for the individual user.
For example: when User1 opens the Revit file the model displays the Project Browser to User1's preference, and when User2 opens the Revit file the model displays the Project Browser to User2's preference. Refer screenshot below:
