When planning large scale residential buildings with hundreds of apartments, we typially model every apartment type as a separate file. Those are then linked to the main building file, and those links are copied and sometimes mirrored. We try to avoid mirroring apartment types in modular construction, since it would physically always be a different type of apartment anyway. But we can't always avoid mirroring, and it can save lots of time especially during early design stages. Until IFC export is required and all the mirrored types have to be remodeled and relinked.
Not mirroring from the start is a bad solution, because it would shift a lot of work effort to early design stages, where we typically have less budget than in later stages, or in case of competitions might have no budget at all! And of course, time is a factor too..
