Revit has mislabeled Dolly as Zoom in 3D views. The Zoom feature moves the camera rather than narrowing the field of view. The only way to widen a shot is to not use the 3D view, and instead create a camera, and change crop region. This could be far simpler with something like Ctrl+Mouse Wheel scrolling to change the field of view.
The 3D view could use an overhaul, to be honest. This, and especially the stuck zoom (correct term is Dolly) in perspective mode is a constant issue that adds a lot of resistance to the tasks at hand, especially modeling objects in 3D. The only way to avoid these issues is to keep the 3D view in Ortho, but then you lose interior views, and then you must go to cutaways, which are not as compelling to client communications.
