Add Yes/No Parameter for Rotating View Title with Viewport when Rotating on Sheet

Add a Y/N parameter to control if the view title is rotated with the viewport when choosing the option to rotate a viewport 90 degrees clockwise or counterclockwise on a sheet.

Note: I do understand there is a simple workaround where you rotate the crop region of the view, but this should still be addressed as a new idea and included as a basic function of Revit out of the box.

If you assign a view a rotated Scope Box, the View Title will show correctly.
