With normal linear dims when you select it the lock symbol appears and you can choose to lock/unlock as required. I do not see this lock symbol when selecting radius Dims(maybe I'm blind, but I'm just not seeing it). My current work around is to turn it into a perimeter and lock it in the perimeter menu.
