A new Annotation Category that connect its parameters with an actual model element by its ID

this idea will be much helpful for electrical such as for drawing single line diagrams on revit where the annotation component family that will represent (ex: the electrical equipment) will actually be parametric connected to the electrical equipment panel. So, all the parameters of the electrical panel (Load, Breaker Size, etc ....) will be applicable to be tagged on the annotation component on the legend view and brings its parameters data from the panel itself. Where connecting it to the ID is like an example of an approach of how to connect the element of any category for that annotation category family. Therefore, there would be pretty much other useful usage of this tool such as creating details for any element where the parameters will actually be connected to the elements in the model. 

in these pics below an example of a single line diagram on revit. where all the components in the legend view or the drafting view that is shown below is just generic annotation families. but it's actually representing the electrical panels in the project.

as shown in this pic, the generic annotation family here has its parameters manually entered that they are already in the electrical panel. but if its already connected to the electrical panel equipment (by giving it the ID of the panel) so all its parameters will be connected to the actual panel. that will save lots of time and be more accurate as it's a repeated procedure that will always be required in electrical firm of work.

this is an idea of its usage for electrical scope. but I am sure it would be useful in all the other disciplines.

if there is already an approach or an idea of how to connect the generic annotation or even the legend component annotation to be able to tag it with an easy way, please help me with it.
(I searched of how to tag the legend components and the ads in are not automatically updates the data, and not an easy method to use. and most importantly even if I used the ads in to tag the legend component it will get its type parameters values not the instance parameters values which is not useful for my goal).
