how can i make the water wheel move along with a particle?

i made a water wheel with a particle and want the water wheel to be moving under the particle. i need a nconstraint but i wonder which one. do i use transform?

im not sure if ive to only constraint transform the vertices to the emitter to make it move.

haha I've another problem with a different project

 

its about my water wheel 😕 if you could go through this with me, the same way you did with the dominos, that would be so great! lol

I'm making a video explaining how @Roland.Reyer and @mspeer have set up the scene and what they are trying to explain to you.

 

That said, in the meantime I made a quick video that is kinda of a workaround for your current set up. The wheel won't spin because of the particles however it will give the illusion that it is.

i decided to change the emitter but now it kinda doesnt fall down XD i even have a gravity on the emitter

You would need to tweak the emitter settings/placement,
