2) inventor drawing  file to uni graphics drawing file.

It's conversion requirement

Inventor part file to unigraphics
Inventor dwg file to unigraphicd

You wrote step to iges and than to unigraphics.
Who should do the second step. Inventor is not able to do that I think.

Maybe CrossManager can help you: It can convert Inventor files to STEP, IGES, NX, and many other CAD formats.

There is an advanced version allowing to call it with a script.
