Improve CN/CR user interface - resubmit buttons

Current CR/CN resubmitting buttons are not user friendly. User have to hover over the arrow (notification flag) and the resubmitting buttons prompt does not show up unless user positioned the mouse cursor perfectly. See below screenshot. Please change the resubmit buttons similar to the discard & edit buttons shown in the screenshot or provide more user friendly buttons.
