You have to create the rotation at the center of the shaft.

Create a reference line through that center point and have the eartharm rotate around that point. Use an offset so that it rotates properly.

Attached a quick example.

Some pointers. Normally we set the family as workplane based. I normally would create the eartharm as a nested family. When a little bit more complex models will make life much easier. In the nested family you create the arm and control length etc. In the host family you only control the rotation.

As an example I have added a family with nested arm.Just created quickly, so no proper testing of constraints etc.

You have to make your nested nested family workplane based (and remove always vertical).

Family.png

Load it back into your host family

Set the angle of your reference line to 0°.

Select the earth arm family, choose 'Pick a Plane' and choose the reference line.

Now your arm should follow the angle of the rerference line.

Possibly, the family jumped onto the reference line and you have to move the arm upwards (55 mm) so that it is properly positioned.
