Multiple copy while rotating an element should be an option. The radial placement of elements around one center cannot be always achieved by using radial array tool, since sometimes you need to rotate and copy multiple elements with different angles between them.
This is a common non-problem for many Autocad users. There's no array tool in Revit. There is only a "multiple copy" tool (with linear and radial options). You should create a radial axis "array", then do a radial multiple copy of an object. Then select an individual copy you want to rotate and just press Spacebar multiple times till the object properly aligns to the radial axis. I'm missing the parametric array tool from Autocad very much, too.
