We need a Rebar Set Count parameter for Rebar Tags.
When you have two identical sets on the same span, the multi-rebar tag tool will only show one tag, even though both sets were selected as hosts for the multi-rebar tag. That could lead to quantity errors, as we have twice the quantity of rebar set bars.

To work around this behavior, we add some text from the "Comments" parameter to force the multi-rebar tag to separate sets with one tag for each of them:
But the tool should be able to do this:
where "2" is the requested "Rebar Set Count" parameter and "x" is a suffix.
