The reason is that the scope box is not created in 3D view is because their range is taken from the floorplan view it is created (my guess).
Because 3D view don't really have that kind of view range, the scope box doesn't have the top and bottom information...
It could use the lower and higher levels by default though, but It would be more interesting they remake the tool overall to allow a scope box with more sides, that can rotate and many other related ideias out there. This is just another good one to add.
@MiWolff , there are a lot of ideas related to Scope Boxes, but I did not find one that specifically mentions creating them in a 3D view. Thank you for submitting this idea!
Given that rooms, walls and maybe other entities, too, get fictitious height values when you have only one level in a pristine new project, grooving a height for a new scope box cannot be an issue. Make it 8' (like rooms) to annoy us metric heathens.
