Add the ability to use family shared parameters in view filters

I would like to have the ability to use family shared parameters in view filters. Currently it needs to be a project parameter, but I don't want to apply the same project parameters to all items in given category for a project. It would be much cleaner to just use one of the many shared parameters already used in most families to control their visibility in view templates.

One example of the use for this is Autodesk Point Layout point families. I often use APL to provide layout points to send for total station layout in the field. Later after install, I get a text file back with the actual as-built locations. I would love to be able to filter the GTP point families for either "Stake out" or "As-Built" with view filters to quickly see the difference between the two, but I don't necessarily want all Generic Model elements in a project to have those same confusing parameters.

To add another use case where this would be useful:

If this is implemented then its possible to set up view filters in templates for different kinds of families before they are added to the project, thus also adding the parameter.

We have a "empty template" principle thus we don't add any families to a template before a project needs them. But some family categories or types we want to have specific view templates + filters setup for either QA or have them ready for export immediately.

There is no justification for only allowing project parameters to filter views.
