Question Regarding Title Viewport Lines

Working in some projects in Revit 2022 and noticing I'm unable to adjust the horizontal line on viewport title. Basically step number 4, I am unable to do. does anyone know why that might be the case or how I can get it to show? is there a way to create a new family with that setting? Thank you!

You have to select the viewport, not the title.

Did the other's ideas solve this? Or are you still having issues?
