In a situations where we excavate the land and construct under ground, such as building basement floors, room tags are being effected by the excavated volume and doesn't appear on floor plans. In order to workaround this issue, we still need to use with graded regions.
I spent a good portion of this morning trying to troubleshoot this until I cut a section view and saw that room spaces seem to think the toposolid still exists even though it's been excavated, just like your second attachment.
I would be nice if Autodesk actually tested new features thoroughly instead of pushing them out prematurely.
