Set your Project's Contour Labels to the Survey Point.

Steps? Go to Elevation View, turn on the Toposurface and Survey Point Categories, select the Toposuface and Survey Point and drag them both down however far they need to be from the building Levels. Obviously, you'll need to make that judgement. I wouldn't know how far.

Is this Project for Architectural Planning or Site Planning?  I don't see any buildings in it.  Are you linking buildings into this Project?  If so, leave the Topo and Survey Point where they are at and instead raise the Links in Elevation/Section View.
