Cannot Open Model to Relinquish Elements

My team and I are having a lot of trouble trying to resolve and issue with relinquishing elements in Revit. There seems to be a continuous loop between two partners and the central model. When User1 attempts to open the model, they receive the message "Can't edit the element until 'User2' resaves the element to central and relinquishes it and you Reload Latest. When User2 attempts to open the model, they receive the message "Can't edit the element until 'User1' resaves the element to central and relinquishes it and you Reload Latest. \

Neither user is able to open the model to relinquish the elemets.

Is thert anyway to resolve this issue without breaking the link the the central model?
And what would cause this issue?

Any help/direction would be gretaly appreciated.

  this should be a Revit issue rather than RevitAPI, am I correct? if so, we will move it to the Revit forum, since you will get more quicker and proper answer there for Revit questions 🙂
