Always vertical families that can be mounted to surfaces in linked models

Hi, I'm a lighting designer and I'm trying to find a way to make a basic pole or bollard light fixture for landscape lighting schemes. I want to be able to place the light fixture on a topographic surface (or any other ground surface) from a linked model and have the family remain vertical (so face-based family is out the window), but I can't seem to find a way to do it. The sticking point seems to be Revit not recognising any elements from linked models as valid for floor-based mounting. Any ideas as to how this could be done?

Create a non-host family. Check work plane box, check always vertical box.

@ToanDN That still doesn't seem to allow you to place on linked topography.
