pivot point bug when in vertex mode

Hello, so this has been bothering me in maya for a while and no one seems to know what this is.

Sometimes when i want to move a vertex on a complex object, the pivot point is stuck on another point and won't move. If i click D and then hold down V to move the pivot point to another vertex point it moves it there. However, I would have to do this every time, also, after I move the vertex point by using the arrows on the pivot point, the pivot point doesn't change location. It's stuck in that world space!

I searched for videos about understanding how changing pivot points works in maya and it works if I need to move the entire object itself, however not if I am in vertex mode.

I believe I somehow accidentally locked the pivot point to a world location  when I enter vertex mode, and it doesn't move.

If more screenshots are needed I can post them

Hi!

1. Check in Channel Box if your Vertex is locked.

2. Try a reset of the Move Tool.

3. Try a reset of your preferences.
Rename the folder prefs in folder 2018 to something like prefs_backup, or to reset everything, the folder 2018 to 2018_backup (or even the maya folder to maya_backup). Maya creates new folders (don't copy preferences from previous Maya versions). Detailed at:
