USER FORM SPLITTER AND EMPTY SPACE

Hello, I've been creating user forms for a couple years now and I've always wondered what the "splitter" and "empty space" button do. I understand that when a splitter is put in the file tree it adds a dark grey bar. When I cursor over the dark grey bar, my mouse icon changes to that of a resizing bar. But when I try to drag it, nothing happens. Can someone explain the syntax of the button to me?
