I have a cam plate with two tracks on it
At the end of a cross-shaft a bearing (red arrow) is to ride between the faces of the cam track walls (green arrows)
That's the theory, anyway . Using a Tangent Constraint I constrain the outer face of the bearing
to one cam track wall
and the bearing immediately jumps to the wrong side of the cam face wall. FTR: the bearing follows the track perfectly except that it is outside the track instead of inside it .
How do I get the follower bearing to stay in the right place (between the cam track walls)?
Relax, folks. I got it. The buttons for internal or external tangent are the wrong way round. I did it all again clicking the wrong button and it worked perfectly. Has Microsoft bought Autodesk?

I took a look at your problem.
It seems there is something wrong with derived component.
Do you remember how do you create derived component?
In inventor 2019 I tried to create another one from AE-001-0003.ipt, but tangent constraint works fine.

New --> Std. (mm) ipt --> Create --> Manage --> Derive --> select part to derive from --> OK
Here's something else which is the wrong way round.
Here I have a vertical line, but the icon shows that it is constrained horizontal.
Now, I know that Australia is 'Down Under' but I didn't know that that means the software has to work back to front.
It looks like problem of inventor 2018 derived component.
Could you please try to derive and use tangent constraint on inventor 2019 (trial)?

I had the same issued with 2010 and 2015.

I have 2018 working okay and I can live with the issues now I have identified them. Changing versions of AI sounds like an invitation to heartache getting it up and running. I will let sleeping dogs lie.
