Tangent constraint puts parts in inverse alignment

I have a cam plate with two tracks on it
At the end of a cross-shaft a bearing (red arrow) is to ride between the faces of the cam track walls (green arrows)
That's the theory, anyway . Using a Tangent Constraint I constrain the outer face of the bearing
to one cam track wall
and the bearing immediately jumps to the wrong side of the cam face wall. FTR: the bearing follows the track perfectly except that it is outside the track instead of inside it .
How do I get the follower bearing to stay in the right place (between the cam track walls)?
