Yes.  Since I am actually a certified Software Asset Management specialist for Autodesk, I can tell you exactly what this means.

This part of the LSA is talking about Network Licenses.  If you have stand-alone licenses then this doesn't apply to you. It is only for network activated seats where your license is not on the client but actually runs in the Autodesk Network License Manager on a server (LMTOOLS) and is an additional cost for this kind of licensing. 

What network licensing allows is for you to activate your licenses on a server.  This means that if you have 5 seats of Autodesk products, you configure a license on a server using the license manager to serve those 5 seats to any 5 users in your company.  Once the 6th user tries to launch the product, they get denied.  It is self-policing.  You are able to install the network version of the Autodesk product on an infinite number of company-owned clients because the license exists on the server and not the client.  Only the permitted number of seats can run and no more. 

To break it down:

The License Manager imposes the maximum number of seats.  Again, if you have a 5 seat network activated product, then the license manager will allow 5 clients to connect and deny all others after the maximum number of concurrent users have been reached.  If client #6 wants to use the product, another person must close the software before the License Manager will let them access the software.

This means, if you have network seats, then you can install the product on an unlimited number of clients that are controlled by your company.  You cannot use these seats for customers, subsidiaries, or equipment & employees not directly owned by your company.

Then I begs the question, If audited there shouldn't be any issue then because I am unable to run more then allowed, because of the license manager. Is there any potential audit issues then?

When I perform audits, I check the license manager for correct
implementations but mostly ignore network seats specifically because they
cannot be over-installed. The safest way to stay in compliance is to use
network seats. In fact, an audited company who fails is often forced to
use network seats afterwards.

i am about to go to 2017 autocad network license and my linense file will have 2017 and three back. I still need 25 licenses for 2012 for project specific , need to be completed. Can I have a network license with 2012 AutoCAD in the same file and what is the best way, not packaged because it only allows 3 back. featured??? for only 2012??

It would be not to update to 2017.

Your only other legal option would be to break off 25 seats from your 2017 Subscription for a 13-month previous use exception for 2012, but this is highly irregular and probably not beneficial to you.
