I am having this issue where the LMTOOLS Utility cannot Stop, Force stop or Reread the licence file.

Despite the service running and appearing in the task manager I still receive this message when doing a Status Enquiry

Hello it.saejakarta

It looks like you are seeing "Error 15" when registering and activating software or using the Portable License Utility. The following article(s) should help you resolve the problem:

All of these auto response settings are set correct and are open on network security.

If the LMTOOLS is running on the same machine that you are trying to use the product on, this is almost certainly an IPv6 error.

Ping yourself.  Bet you don't get a IPv4 address.  That's why you get the -15, since the machine cannot connect to itself over IPv6 local loopback.

For more information about Network License Manager connectivity issues and IPv6, please see my discussion post here:

http://forums.autodesk.com/t5/Installation-Licensing/Network-License-Error-1-5-15-and-IPv6/td-p/2982...

It's a little harder to fix on Windows 10, but it is still manageable.

Good Luck!

Found the solution myself.

It was an issue with the latest ZoneAlarm Extreme Security version  14.1.048.000

It was blocking all communication with lmgrd.exe. Setting the ports open, disabling the ZoneAlarm with turning off the 'program' and 'firewall' control or shutting it down completely wouldn't allow any communication.

Ended up un-installing it and switching antivirus/firewall software.

In regards to the previos sugested solution.

Network enviroment isn't enabled for IPV6 in this case.

A ping to the machine from itself was working on IPv4. And all other machines were able to ping and connect to the servers shared folders no problem.

Thnak you for the help anyway.
