Chamfer not working?

I am trying to strengthen a lip on a an enclosure:

to look like this:

i've tried several different things, but i'm not getting the chamfer right.  I think it has to do with how i fillet'd?  Is there an easy way to do this?

It's because you have a zero thickness edge between the top and bottom part. I would draw the chamfer on a sketch and use the sweep tool using the edge as a guide.
