Actually you are not "a lot who need".  According to studies, the Mac OS only accounts for 9.61% of the desktop market.

 

Now, from a developer standpoint, it's quite reasonable to assume that introducing a Mac version of Civil3D could weaken the product (instead of being 'sown onto' a single OS (Windows) making the product less stable than it is!  But I'm positive it would cost the developers a massive amount of time that would be better served improving the product itself.

 

People purchase a machine/OS to best handle the applications they wish to run!

I'm pretty sure most of the Civil 3D functionality is developed on the .NET framework, a Microsoft product. Some time back I read Microsoft was opening up .NET to OS X, but I never followed it to see how that went.

 

I can imagine the development cost to port Civil 3D to Mac would greatly outweigh the return on investment for Autodesk.  I don't think you will ever see this.

This isn't something that will happen. With Boot Camp it is pretty simple to run Civil 3D on a Mac so it isn't worth the investment to do.
