Works fine here in LT2023.0.1 for us.
1) There is about a 1-second delay before it kicks in: are you waiting long enough?
2) F8 to toggle ORTHO on/off after you start a command like MOVE not working too?
3) At the command line type TEMPOVERRIDES. Change the value to 1. Does that fix it?

Do you have the 2023.0.1 update installed? it is required regardless of your issue. ABOUT command will confirm what you have installed. Get it done if not.

Thank you! The tempoverrides worked this time. Not sure why it didn't
work before - I must have messed something up! Thanks again!

I just ran into this issue in Autocad LT 2023. Whenever I tried shift-selecting something the command line just repeated the text <cycle ON> <cycle OFF> every time I tried clicking on something. I fixed the issue by restarting my PC. I havn't had the issue since yesterday, and I still don't know what caused it, but the restart seemed to be the solution.

This is exactly the solution!

I wonder how this setting changed on it's own?

Silly AutoCAD.

TEMPOVERRIDES command, change value to 1 in order to use shift as an override hotkey.  My Autocad LT for Mac 2023 suddenly switched the value to zero on its own.

if you have geomap image, then shift will not work. Try removing the geomap image if this is the case.

I'm still struggling with this!  My Shift command (to draw straight line) does not work in autocad LT. Tried tempoverrides.. still nothing

There is something like 1-second or so pause before it kicks in: perhaps you're not waiting long enough?

And when you repost, tell everyone your exact LT year version and your Windows version please.

Bingo! I installed Raster Tools today and after unchecking "Shift + left click image select", the problem was resolved.

Restart your PC yet? Always something to try first.

TEMPOVERRIDES is the variable, no A in it, setting is 1.

or this highlighted tip if you installed RASTERDESIGN
