Annotative Text across multiple drawings with different viewport scales

Hello,
I am struggling to understand the annotative text. At my work, in model space we always draw everything on a 1:1 scale. Throughout our drawings we have shelters that range from 10' x 12' to 20' x 12', to other drawings that are termination details for wiring. We have text on every drawing and as you can imagine our shelter's viewports are much smaller than our terminal's viewports.
To compensate for this, I use a variety of text sizes such as 1.5 on the shelter's viewports and .0794 on the terminal's viewports. I believe the annotative text would be my solution but I am not completely understanding how to utilize it.
I would like to use one text size across all drawings that prints out the same no matter the viewport scale. Is there a way to accomplish this? I don't believe this can be achieved since all the viewports vary across our drawings but I could be wrong.
Also, any links or a simple document with good step by steps are appreciated.
