This is a problem that keeps popping up in new drawings and is driving me crazy!
Items like Building Section symbols and door & window symbols show in model space but not in paperspace.
Yes, all of the layers are set to display (thawed and on) in all viewports.
Drawings that were created in earlier versions do not have this problem. I've tried copying the display sets from older drawings to the new drawings and there is no change to the problem.
Sounds like you are using Annotative Tags that are not showing for the scale of the Paper Space Viewport. From your Model Space, change the scale to the same as the Paper Space viewport, see if the tags disappear.
