In order to access the new Content Catalog, users need to either be an account administrator, standards administrator, or added to a project in ACC. It would be helpful to allow users to be assigned a "Project Member" role (or equivalent) without needing to be assigned to an ACC project for users that need access to the central library of content but are working on more traditional network folder-based projects.
