I'd like to make my windows form built with c# to have a button that will make autocad load a lisp if autocad is open. Is that possible?

Describe (a little bit) of what you want to do, that will give us the option to point you to the best way to go.
At the moment you are asking us something like "can I go to the mountain", but you don't tell us how far it is away, what's the height of the mountain, what shoes and clothes you have, how trained you are and what do you like to do when you reached the peak 😉

Neither... I want my c# windows exe form to basically "inject" my routine. I don't want to load my exe in cad. The form is opened before I open cad.

Well, then you have to go through COM, therefore search for "AutoCAD getObject" (>>>click<<<), there you find ways of how to get connected to AutoCAD from an external EXE.
