Better way to use pre-determined labels

What is the best way to handle standard labels in a drawing?  Currently all the pre-determined labels are sitting in model space.  There are a ton of them. Any new person would not know where to look for what label.  I am trying to come up with a better solution.

 

I know one company I worked for used the Tool Palettes to organize the labels into groups, then when we found the label we wanted, we just clicked that option in the tool palette and it came in the correct size for the scale we were using.  I like that solution, but not entirely sure how that was set up.  When I drag the text from model space to the tool palette just shows the command to create the label.  How would I go about setting up the defined labels in a tool palette??

 

The other options I was think was having a dynamic block with all the labels, that way one block or multiple could be inserted and then the correct label can be chosen.

 

Currently I do not like model space already being filled up with text and junk when I am starting a new drawing.  Plus with the way this drawing is currently set up if the scale changes, i believe you have to change the annotative style of the text and labels as well!

 

I have included a couple of images of what it looks like.  I would love any suggestions as I have a meeting at the end of the week to come up with a great solution. There has got to be something better than the current way.

OK, my $.02...

Envision a dialog box with a radio button column and a list box.
The radio buttons are the categories.
The list box contains the members for each category.
Select the category then select a member.
Select the OK button and specify a point on the screen.

The data can be an external file structured similar to an INI.
Locate the external file on the server.
Edit the external file (member list) as time goes on.

I do like the dynamic block with a visible lookup - one block
for each category... The downside is updating the DB.
