How to insert a Block and give an angle with the cursor or rotate with the cursor

I create a block (Set blockRefObj = AutoCAD.Application.ActiveDocument.ModelSpace.InsertBlock(insertionPnt, "CircleBlock", 1#, 1#, 1#, 0)), but I nee the insertion angle to be different form 0, rotating block in the model space until i get the desired angle

Use the Utility.GetAngle method.
