Watermarks on dwfs visible by group

I am looking for a way to allow Webclient users to email or print the dwf, with a watermark, such as 'Uncontrolled', automatically applied; allowing this feature to be managed through group permissions. I create the dwf after I change the state of the file to 'released' in AV, but cannot leave a watermark of 'Uncontrolled' active for production. Our ISO process states that drawings are uncontrolled if printed, faxed, or emailed without being properly marked. The purchasing department has a bad habit of sending uncontrolled files to vendors, and identifying these files as uncontroled would force them to follow the process and obtain controled copies.

Purchasing did it again! They are sending out uncontroled documents. This is a SERIOUS ISO violation that Management will not address. My job is meaningless without removing their ThinClient access.
