Make system more robust so that it can handle a very large number of related files and there are no issues with the same file being loaded multiple times.

Sorry, I posted this using the incorrect account, I am the actual author. I was trying to submit 10-15 units and the related files, consisting of 12-25 parts each, to the plot function within Vault. This was working successfully for a while but then started to crash when I would click on Submit. I tried it several times with the same result each time. I submitted a ticket on this and was told that I needed to limit the number of total units that I was submitting as there are multiples of the same file and that this is what is causing my issue. I am now down to 5 units at a time but it is slow and tedious as it takes a lot of time for the plot function to load all of the related files.
