One way to annoy users doing this and thus stop them from doing it. Setup a category with a simple lifecycle definition. The default lifecycle state shoudl only allow the admin to see any files in that state. Then setup a category rule which looks for the point cloud file extension. As soon as the users checks that file in, it will make their local copy Read Only and hide the file from them within Vault.
The admin will then have to manually delete the file... but it wouldn't take long for users to stop doing it.
For now, what we did is create a file rule that will automatically assign point clouds to a category called "INVALID DOCUMENT".
This custom category is assigned to a workflow, which has the default workflow state set as 'LOCKED'. Then we, as Vault Administrators, can run a saved search and delete very easily any 'invalid' documents.

Along these lines, it would also be nice to restrict the file size for a single file. We have some users who think it's a great idea to add a 20gb ZIP file to the Vault.
It would be nice to add a list of file extensions to a config that are not allowed and also a list of file extensions with associated file size limits.
