First I want to share a useful markup of the flowchart that explains what Engineering Change Order roles are allowed to do what... Which I suggest to have this info displayed to admin level users to help them. See images at end.

Second, I would like to request the Open State to have a 3rd option to allow any engineer to approve/edit from Create & Open state. Not sure how to explain this in the simplest way. So here goes. In my company, only engineers have the ability to create ECOs... But due to the way it's currently designed, if a engineer creates a ECO and saves it; They are already making changes to the files/models/drawings and b/c of this, the Change Administrator is then reached out to directly once the ECO work is already done and checked and ready to be moved on to release phases. This frankly makes the Open, Work and Check State Useless. And to top it off, b/c it was submitted to Open, they had no way to edit their ECO descriptions and fields after they found more things to note.
During the ECO process, the Engineers/drafters need to be able to use that description area to make notes for shop/manufacturing and shouldn't be locked out of it.
I'm an admin for my company. 99% of the time, I'm reviewing these ECOs and find that the descriptions are lacking b/c the user at the time just didn't have time to track down a manager (which is in a strings of meetings) to move it forward to work phase. Having the ability to give the users the power to submit ECO from Open to Work would be super helpful and expand the system's capability to work for more companies and their workflows.
