Allow Check in/PDF translation creation of CAD when item is currently part of a Change Request

Create a Tenant property that allows users to Check in CAD if item is in a CR and in Development State when properties drawing.create.pdf is also on. 

Currently it is not possible to check in CAD when drawing.create.pdf is on and the item is in CR, even though the item is in development state.

It makes no sense to me that updating a drawing is allowed but a translation of that drawing is not allowed. My only solution at the moment is to cancel CR or give all CAD users administration privileges.

Having a tenant property or a toggle in the drawing.create.pdf setting will fix this issue.

Our Team is blocked until this issue is resolved. The inability to check in CAD files while in a Change Request is causing severe disruptions to our workflow. It's unacceptable that we can update drawings but are blocked from generating PDF translations. The proposed tenant property is essential—without it, we’re forced to cancel CRs or grant excessive admin privileges, both of which compromise our operations. This needs to be prioritized!

As noted above, this blocks effective use for one of the key reasons we have it in the first place. *Please* resolve this issue quickly. We have many new designs coming to completion and will need to have this capability when they do.

This issue is preventing us from implementing our CR workflow process properly.  There's an option on the CR to reject a part to send back to the creator for changes but what's the point if those changes can't be made and pushed back through the same CR?  We need to be able to send a part back to the creator, they update the 3D and/or 2D, and resubmit back through the same CR.  This is really hurting our productivity.

I’ve encountered a similar issue where I was unable to check in an assembly due to an error stating “the EBOM structure has changed,” even though no BOM changes were made. This renders the peer review functionality effectively useless.

This is a significant failure of Upchain and needs to be addressed immediately.

Additionally, requiring users to submit feedback in this way just to raise attention to a critical bug is extremely frustrating.
