Advanced Search - Show top 1000 results instead of showing error message

If a user enters a search criteria where there are more than 1000 results, it gives an error message to refine the search.  In the quick search it returns the top 1000 results (even with the exact same search criteria).

Desire is for the Advanced search to also return the top 1000 results, and have a visual indicator to the user that it is the top 1000 (not the entire result).

I would also like to see additional functionality to click a button to load the next 1000 results.

is this request for advanced search result in the web or plugin behaviour (or both)? In case we decide on implementation, and in certain cadence for this request, what is more important to be implemented first, web or plugin?
