How can I know if there is tension or compression in the top of these beams?

I have varying local axis for my beams, and I am not sure how to tell if the beam is being bent downwards or upwards. I know about the right hand rule, but from the grapsh you see below, is there a way to tell if the beam is tension or compression at the top of the beam?
