How can I know if there is tension or compression in the top of these beams?

How can I know if there is tension or compression in the top of these beams?

I have varying local axis for my beams, and I am not sure how to tell if the beam is being bent downwards or upwards. I know about the right hand rule, but from the grapsh you see below, is there a way to tell if the beam is tension or compression at the top of the beam?

Would you say there is tension or compression over the support? Notice the local axis vary from global ones

Top fibers in tension, bottom fibers in compression
